Transport emissions are driven by transport activity (number of trips and kilometers traveled), participation of the mode (participation 

percentage of the different modes), energy intensity (amount of fuel used per kilometer) and carbon intensity (emissions of the amount of 

fuel per kilometer)

The ASI framework addresses each of these four elements:

Avoid: improve the overall efficiency of the transport system through interventions to reduce the need to travel and the duration of trips.

Shift: Improve travel efficiency by promoting mode shift to low carbon modes such as walking, cycling, public transport, 

coastal transport and freight transport by rail.

Improve: reduce emissions from transport vehicles and fuels.

From these, they have developed three key themes on how we approach emissions. Topics 2 (Improving our passenger vehicles) and 3 (Supporting a system of 

more efficient charging) are largely what we've seen before, with things like improving the acceptance of electric vehicles, improving the efficiency of 

non-electric vehicles, etc.

Issue 1 is where the Ministry differs from previous reports, such as the CCC draft recommendations, is that it sees a much more important role for 

change our urban form and mode change in reducing our emissions. We believe that the Climate Change Commission was extremely unambitious
